In Cebit he spoked about it:

Let's see what happens now when Qualcomm and Microsoft are developing a handheld reference design. Smart phone with broadband wireless data connections. Qualcomm , The CDMA chipset maker, also has deal with Symbian to promote smart cell phones and handheld devices based on the Symbian platform, a competitor to Microsoft handheld systems software, most notably Windows CE.

Qcom_Msft reference design's core would be Qualcomm's communications chips, says the news.

Ther are WinCE Linux-clones coming too, which will run all WinCE apps without WinCe, what will be the prozessor? (ARM!=)
