"ECRP is so slow I am trying to get a change order in but it is moving at a snails pace." I take it you mean EGRP. You're asking for trouble in my estimation and I'm sure we'll hear about it later. It is generally true that when things are slow at E*Trade it is not the completing of the order but the reporting. It follows as night follows the day that your Change Order will fail but you will not hear about it for some time. You will then try to phone E&Trade who will either not respond or will, but will not be helpful. This is known as Life.
