From the March 12, 2000 issue of Space News,

"Intelsat Threatens to Expel U.S. Signatory"

Intelsat, the international treaty organization that supplies satellite communications worldwide, may expel the United States from the organization if the U.S. Congress passes pending legislation the organization considers hostile to its privatization plan. The United States Senate unanimously approved legislation March 2 that would permit Lockheed Martin Corp. to purchase Comsat Corp, the United States signatory to Intelsat. That bill also contained language that would dictate how Intelsat should be privatized.

The Intelsat Board of Governors issued a statement the same day that if the bill is signed by Clinton with objectionable portions still intact they will convene an emergency meeting of all 143 members to decide if the legislation violates the Intelsat agreements, which could justify expulsion of the United States from the organization. The Board also instructed Intelsat management to accelerate efforts to find countries other than the United States where the privatized Intelsat could be headquartered."
