much is spent on just maintaining current status without any gains in munitions or weaponry

Maintaining ammunition stocks is always a concern, especially given the fact that Desert Storm was fought almost completed with stockpiled ordnance that in some cases was Vietnam era ordnance (which means that they had to use it before it expired and had to be destroyed domestically).

I remember speaking to a guy I knew who worked at an Army depot back during Desert Storm. It seems that he and his unit had spend well over 4 months shipping "dumb" bombs and artillery shells overseas, most of which was decades old. They considered it a blessing since much of the ammunition was close to being considered "excess" and sent for demilitarization (blowing the stuff up). Given that their demil range had a range limit of 2,000 pounds per "shot" (explosion), they were only too happy to save themselves years of work by shipping it out to be dropped on Iraq... :0) Btw, by far one of the coolest things I have ever witnessed is a 2' x 10' metal tray of nitro-cellulose propellent being destroyed by burning.

Due to the way the propellant is shaped (like a hollow rod similiar to lotus root), it created an ungodly high-pitched moan that could be heard from a mile away, as well as a brightness matched only by burning magnesium (you could be blinded by staring at it without shaded goggle).

In addition, I came across an interesting link that discusses the current status of the US ammunition industry. Might be some good stock picks should the tension build.
