SB, I believe that the debate over how to spend the budget surplus has been going on for a while, too, and only recently was a definite intention to buyback 30 years with that money was announced. Guess what, the bond market vigilantes promptly went to change underwear once that announcement was made! Ho ho ho! (Where's Defrocked, BTW?) So, you think that the bond market is wrong? They were oh-so-right when rates were going up, no? ;-) -BGR.
