That's why I said "aside from [being able to short without A.D.] (naked)" in a previous message.

They may trade with the "same" rules, but they have advantages which will be viable even if the marketplace is more level. Technology and information gained by virtue of their centrality, in particular.

My basic premise was, and is, that while the marketplace could and probably should get a little more fair, it will never be absolutely equal - and never should be (yes, I'm saying that they deserve some leeway and advantages). Market makers put their capital into the mix and are obligated, by SRO rule, to keep two sided quotes.

Short selling 'naked,' their technology, and the market intelligence they are privvy in adjusting their inventory encompass most of those advantages, and are justifiable.
