L3_aka_L3, I am not a conspiracy theorist wrt MAX PAIN. I have seen too many times that it doesn't work. It is not clear who wrote those puts. Could be market makers buying them from intrepid retail public. These days a lot of people trade options.

If CSCO falls through 130, it will FALL and BIG. It is having trouble at its 10-day EMA, so I will sell it with a small profit at this point.
