Zach: Stop applying simple arithmetic to a complex situation. Just because the debt level still continues to rise doesn't mean that the "budget surplus" cannot exist (at least in the minds of government officials who can ignore the existence of the social security IOU problem, the airport improvement fund plundering, etc.). In other words, I am sure that there is a complex answer floating around out there somewhere that provides an explanation as to this simple anomaly.
