According to my sources, this month they will begin a
pilot testing program for a number of premium accounts.
There are obviously some customer order routing issues
that need to addressed before they fully roll it out to
all etrade customers, like:

* Access to the full ARCA order book. Etrade customers
will be at an extreme disadvantage if they route their
orders to ARCA w/out viewing the order book. Specifically
to illiquid stocks without much ECN volume. If Etrade gives
access to 'static' ARCA quotes such as their Instinet
implemention, then they are going to have many unhappy customers.

* ARCA is a great tool but is last resort of most daytraders
when it comes to order routing. ISLD has at least a 10-1
liquidity advantage. Yes, ARCA uses Selectnet to hit all ECNS like ISLD. But, in a lot of cases goes into Selectnet preference HELL to the MMs who can have up to 30 seconds to execute an order -- that is a long time. ISLD is still my number 1 choice.

I still rather have all my order routed to Etrade's MM's. But, in some cases where the MMs turn their auto-execution
systems off, would like to have access to ARCA if
implemented properly by Etrade.
