In light of current requirements for BBs to be fully reporting, why would a company reverse merge into a shell unless the shell was already reporting?....or are you saying the non-shell company ALSO has to be fully reporting initially?

If that is the case that would be very very bad for small private companies who have long used the reverse merger technique to get listed on the BB.

BTW, your link asks for username/password so I couldn't read the article.
