I went to the ITU site today to try to find more info on the current meeting of Working Party 8F, and possibly to find the list of patents submitted against IMT-2000. There are some very interesting things on the ITU site. Here is a summary of what I found. This may help others trying to research the same.

First, check out the ITU-T patent policy document. Basically this document says that the ITU will not produce recommendations that involve patent disputes, and in order to avoid those disputes they ask that member organizations declare the patents they hold against draft recommendations, and declare whether they will license those patents fairly and reasonably to others. If they won?t (like Qualcomm, perhaps?) the recommendation is sent back to the working group that prepared it so they can redesign the spec to work around those patents. Simple as that. This document is MUST READING, IMO.

The ITU-T patent policy document is found at

Now, the ITU-T patent database can be browsed at

However, IDC does not show up, because the IMT-2000 recommendations and work are actually being done by ITU-R, which handles radiocommunication.

and is similar to ITU-T policy. However, where is the patent database??? For some reason, ITU-R does not make the patent database available on their web site. If we could find it, we could search for patent declarations made against IMT-2000 recommendations, and perhaps see what companies declared patents (like IDC).

Click on the first recommendation link (M.687-2) and scroll down to the recommendation number listed at the link above. Click and you can purchase a copy from ITU if you want, or view the table of contents.

You can sort of follow the history of IMT-2000 development this way. Note that draft recommendations and working documents are only available to TIES users (members ).

The ITU-R site has info on the various study groups, working groups and task groups involved. Study Group 8 handles the Mobile stuff (IMT-2000 included). There are various groups listed in the table at

By the way, Study Group 8 submitted the last draft of ITU-R[IMT.RSPC] - Detailed specifications of the radio interfaces of IMT-2000 on Feb 3, 2000.

Note the powerpoint presentation link at the bottom, IMT-2000 and Beyond. It takes a while to download but it has a lot of cool stats and projections of 4G wireless.
