You need to run a performance monitor if you have one on your system. On Windows NT, the CPU is usually idle. You need to running a program heavily or be on a personal caffeine binge. Besides, the increase in speed in the system bus's haven't kept up with the CPU upgrades, This has a more dampening effect on speed increases along with the peripherals, whereas on the hand now systems are coming loaded with much more memory than in the past which has speeded up stuff like this.
