ABSOLUTELY!!!!!!!!

The tight channels of that heat sink are CLEAR sign that a high speed fan is used with it. If you see a refrigerator with a power cord coming out of it, isn't that a sign that electricity is required before it can be utilized? Perhaps not to you.
