The additional expenditure was only abut $50. Of course I can see the advantage of a cooler, lower wattage chip, especially in portables. But it doesn't seem to me that it would be a big problem in workstations or desktops.

Unless you care about NOISE. My father's custom built PC buzzes like a nest of hornets (Pentium III 350), and I've seen old Macs with the problem too. The larger the fan and the more you have, the closer your PC gets to simulating and old refrigerator. Fans also wear out and need replacing. That's what's nice about the new iMacs, they're almost silent. Jobs mandated that all fans be removed and the casing be designed to cool adequately without them. Only thing you hear is the hard drive.
