How so? They are, yet again, running out of money before their contract revenues/profits kick in, and can't afford to finance at such a low share price, or risk pissing off all of the shareholders who have bailed them out (including myself) via two separate rights offerings. Having said this, the new Management is running a much tighter ship, and I hope that the recent good press, and contracts, will continue to move the share north so that they can float an offering at (say) 5 bucks. And then to show my optimistic side, a listing on the NASDAQ? Regards.
