Private charities of all stripes and churches of all denominations have banded together and stated unequivocally that private sources alone won't cut it - the need is too great, and much of it is in areas that aren't reached by their services. Like it or not, society, as represented by the government, has accepted the responsibility.

Remember too that most of the need comes from two subsets of the population - children and the elderly. Cut them off? I don't think so. Blame who you will, but the children, at least, remain blameless.
