I would assume Q engineers already have the needed expertise to design a dual-mode GSM/CDMA chip. It's not as if many of the CDMA engineers didn't start by learning AMPS and then other digital technologies first. Also, Q will have hired experienced GSM chipset designers by now. They are lacking a GSM license but it would not surprise me to learn they have some designs ready to send to the foundry as soon as a license deal is finalized.

A GSM license will not be needed until HDR or CDMA2000 technologies are ready.
