Michael -- No, and I don't mean that you are for blaming kids or cutting them off, either. Sorry if it sounded that way. But that is what "welfare" (inclusive of all forms of public assistance) ultimately protects - children. Or should. And because kids can't handle the money, it goes to the parent(s).

Welfare has become the whipping boy of the the nation, despite the fact that it works. By "works", I mean that it does what it was meant to do - provide the basic necessities for those receiving it. Almost all who receive it need it (that is the function of the bureaucrats, to ensure that this happens). Most do not become dependent on it, and are assisted for less than two years.

You said <<you have to phase out a thing as destructive as welfare.>> Destructive? No, poverty is destructive. Homelessness is destructive. Hunger is destructive. The question is, if welfare is destructive, what takes its place?
