JQP, Shell and BP Amoco could never make the tough decisions to put Altura in shape since it was never clear which company was in charge. The reason for that is Shell/BP Amoco tried to run a Permian Basin operation from Houston, mainly because a couple of higher up managers did not want to move from Houston....bad mistake operationally... Oxy IMO will make a much higher return from these assets for three reasons which I shouldn't print....
