Trying to identify the "main challenge" is reactive rather than proactive. The answer to all of these is to maintain a strong military, increase defense capabilities (especially against nuclear weapons), and strengthen domestic and international intelligence. Then we will be ready to meet any external challenge. The problem is that doing all of the above in the current state of disarray will cost money, a notion no one wants to address if we are to promise the electorate "a tax cut in every pot."
