What "empirical evidence," Brees?
In some (primitive) societies, nudity is the norm. In many others (not necessarily primitive), women do not cover their breasts, and so far as I know, nobody thinks twice about it.
In this country, the only people who have displayed themselves completely nude in public are the "streakers" of yesteryear, and streaking was a fad that no one took very seriously.
Exhibitionists, on the other hand, can be a real problem (I ran into two on the same day, on the New York subway once: one in the morning, and the other in the evening. Ugh!) But they usually don't go in for complete nudity: they prefer to display a specific, strategic, part of their anatomy. But exhibitionists are sick people, and usually end up in mental institutions.
