Not to be an advocate for their product (although it worked fine for me on BOTH cable modems and dial-up connections), but I would try a couple of different download files across the web. There will be less performance improvement without mirror sites.

Try freeware or shareware downloading from CNET's site. They have mirror sites to work with and that's where the big perf numbers come in.
