I'd guess that this is in response to the needs of multipoint provisioning of DATA bandwidth via wireless; ie; upstream and downstream requirements are dynamic, but up until now, frequency allocation by the FCC hasn't been.

An emerging technology that takes advantage of these needs is Ensemble Technology's Adapting Time Division Duplexing.

(note: TDM has been around for decades...don't get too excited.)

The FCC recognises that this is a technology requirement for the whole wireless industry. I'd guess that some of PCMS's proceeds from it's last convertible offering is going to development of such technologies. As a matter of fact, I'd bet that all the players, DMIC, ADAP, PCMS, NTRO, etc are all working furiously on ATDM. (they'd better be..)

The established RF firms have a serious advantage IMHO...RF is a black art, and it takes a decade of hard knocks to get proficient in designing. The FCC announcement recognises this...get prepared for some dynamite product announcements, PCMS longs.
