Paul,
I think you picked three of the most anti INTC analysts out there for your example, but it is true, IBM is certainly not judged by the same criteria as is Intel, or even the other semiconductor companies. Perhaps it is because a whole different set of analysts cover IBM than the ones who cover Intel and semis. However, where are the Portfolio Managers who should be able to discern between the two?
