And it will probably bear about as much fruit as his first term proposals to nationalize America's health insurance industry. Which is not to say that there is no impact at all just that it won't result in the legislated goal of socializing all human genome IP.

It will likely serve to have the same impact that his early first term proposals did-reducing capital committed to this area based on the perceived risk of increased regulation or nationalization.
