Well, I can't say whether or not it's a "good" development. I like it. I believe that this development will spur competition (on technological and price fronts); provide a model for the continuing integration of OTC and listed markets (kind of a dress rehearsal for a future NYSE-Nasdaq combination); and, that it will make one of the more overlooked, ignored segments of the American national market system - the regional exchange, with it's Boston, Phillie, Chicago, and Cincinatti sisters - a full-fledged market participant again. Look for other ECN's and ATS's to partner up with regionals in the coming weeks and months.

Broken down, it speaks of greater competition, which in this particular (PCX-ARCA) case seems to have some interesting implications. Almost certainly more than the merging of two ECN's or some new execution system might give rise to.
