As I have said earlier, the CPI basket of goods and services is a hypothetical one and geared towards providing an average measurement. I don't smoke (Simba, please note that I used to) and I have quite a large company there, but that doesn't mean that I should call for removal of tobacco products from the CPI basket as long as a large section of consumers continue to use tobacco products.

I do not think that taxes are a part of CPI. Given that they are not subject to free market forces and also affect consumers based on their income groups (whereas the CPI basket is agnostic in that regard), I doubt if they should be.
