I don't think the RSI had picked up as of yesterday. I think that with the short interest of over 2 million shares and the buy-back structured for ending May 23rd, the signal to the shorts is that they better get busy buying shares. Also, Excel is using it's rep network as a vehicle to get out the message loud and clear to the brokerages through rep contact that they should cover any "vapor stock" positions. This is designed to squeese out the shorts and has a high chance of success. That is a lot of buying pressure for a stock that normally trades < 40,000 shares.
