Jeff, no offense taken.
In order for me to go further in our discussion I can see that I first have to convince you that the programs in place today do not work. For me to do that I will need cold hard statistical facts. This will take me some time. Iam sure they are on the net. I will get back to you on this one. I would say though that the measurement of success is not as you suggest. The measurement of success should be how many people don't need the program or who rapidly get off it and go on with there lives.

As for your "what takes it's place"?

First we need to recognize that what we are doing is not working, in far too many cases.

1. Decouple it from the Federal Government.
Since we had a changing of the guard in both the house and the Senate we are actually moving in this path now. Give it to the states first. let them experiment and come up with solutions which might work.
2. Bring shame back for being on Welfare and other programs.
It used to be an embarrassment to be on these programs. Now, Far too many people think it's there right to collect benefits.

Here's a short story to reeinforce that one....

In my old neihborhood the neihbors across the street had a son who recently got out of High School, so he got a job at the local Jiffy Lube. Well after about 3 months he decided he didn't like this job, so he quit. Then he goes on welfare. Now, this kid lives in a middle class neihborhood with his mother and father at home and the last time I saw him he was waiting for the mailman to deliver his Welfare Check of $250.00 per month. This is a perfectly healthy 18 year old! I would have been ashamed beyond belief in my youth to do such a thing. But today it's just AOK. They think it's due them or something!!

3. Recognize that everyone can help.
Do not ignore the role churches can play in helping this problem out. Too many people have this almost zenophobic attitude towards the involvement of the churches, in these matters. You've seen allot of it displayed right here on this thread.

4. Bring back morality teachings in our school systems.
You may not be able to reach all the people today, but you certainly can start to help effect the next generation. Teaching things like hard work and sacrifice is important in a just society. Teaching that the Government does not owe you anything and that the you owe the government to be blessed to live in such a free and open society.

5. Get rid of the red tape.
The story of Penni's son is a vivid example of a problem which happens far too often. Creating business's is really the essence of a free society. We should make this as painless as possible.
