Wayne, I raised the issue of tobacco because you felt that improved computers are unnecessary, just as I fell that tobacco consumption is unnecessary, yet both are included in the CPI calculation as many others disagree with us in those two regards. As for your second point, remember, not everyone pays the same to consume a particular public good. As your taxes are going up, someone else is probably receiving EIC and other vouchers at an increased rate which may compensate for the loss of quality. Public goods funded by progressive taxes offer varying utility to different folks when adjusted for taxes, so to adjust the CPI based on that (and adjust for changes in price or quality) is impossible. -BGR.
