CALL THE NASDR about this! I did, its ILLEGAL to cross a market up during the trading day. NITE/HRZG does it the most, and I believe they are being investigated, the NASDR couldnt tell me this, but they hinted at it. FILE A COMPLAINT. This has to stop, as its getting WORSE... NASDR Enforcement: 1-800-211-4959 (Trade Reporting)
