Unfortunately, the board is probably right, there is little you can do in terms of recourse vs. E*Trade. I would definitely talk to supervisors and managers until I received some sort of compensation for the delay.

And it is often true that the delivering broker is often at fault for the transfer. Did you attempt a full account transfer (through the automated NSCC ACATs system) or did you transfer a partial account, or from a small broker? I used to work at a large brokerage firm, and often found that the least experienced people would be put into the Outgoing Account Transfer departments. It was a nightmare dealing with a lot of these people.

Next time you need to transfer accounts, transfer the entire account at once. It should then go through NSCC, the National Securities Clearing Corp. and then be required to be completed within 5 business days.
