FWIW, I don't think it is inconsistent to suggest that high short interest indicates "a strong expectation that the market would drop significantly" while low short interest indicates that if a drop occurs it has a greater chance of getting very ugly before a bounce. I usually don't worry about high short interest (except in stocks that look "cheap"; Waste Management was a great example of this) but low short interest bugs me. IMO, it is a little like driving in a car without airbags: you aren't at greater risk of getting into a collision, but in the event you do, the experience is more likely to be unpleasant.
