AS far as I know it is a dirty trick to be able to short downtick (as you are supposed to be allowed to short only uptick). You first buy and short simultaneously a stock uptick (eventually through different accounts), then you have a neutral position. When you want to short downtick you just have to sell your long position. This practice is indeed forbidden.
