New shares are authorized in order to become new shares outstanding. New shares become outstanding when they are issued. They are issued when:

1. Stock is used for an acquisition.
2. The stock is split (via a stock dividend).
3. More stock is sold.

The first is strategically interesting. However, dot coms have not done well upon announcing acquisitions lately.

The second is hard to understand when the stock is not particularly expensive on a per share basis. Perhaps Bezos is optimistic about the stock's future.

The third is downright frightening.
