The article states that information used was for the period
up to December 31, 1999.

However, to highlight ISLD as a high risk company to focus
on because of their "cash needs" illustrates how sloppy the
reporting is. You would think the reporter would examine
what has happened in the first quarter (i. e. the company's
successful secondary and convertible bond offering which
raised over $700 million dollars).
