Do you know how they determine which form you're responsible for filling out? Is it just "luck of the draw"??

They say 1 out of 6 get the long form. Well, I got the long form at both my house and apartment. Does that mean I can get fined $200 or just $100 depending on which place I am at on April first? What if I am at both places on April first, do I get to flip a coin? If I don't go home on April first, do I have to fill one out at all? Perhaps April first would be a good day to stay a shelter for the homeless!<g>
