I suspect E had to make some changes to their production line and perhaps the phone as well. I have no direct knowledge but one of the posts re the "roll out" last fall said that E's phone was demonstrated only the first day but after that only Q's and phone booth. Another post in Jan (I think) said that Q had sent some equipment and engineering help to E with the implication to me that E had not been testing their phones correctly and/or the E phones were not up to standards. A change to the phone's rf and maybe CDMA designs would require a new application for type approval. This fits with BS's CC last Dec(?) that type approval for E phone was on target(?) and then the recent admission that type approval was delayed. All due respects to BS, he is not the type to bash his partners and suppliers in public, but he did express his annoyance and surprise at the phone shortfall. In the case of Q, it appears to me they were working on their digital modem and probably retooling their production lines.
