doc- i work closely with government agencies and employees every day. believe me when i tell you, no one there has either the motivation or the ability to work that closely and efficiently to pull off anything like you might suspect.<VBG>

no offense to any government employees... whom i believe are all hard working and dedicated civil servants just trying to better the world we live in (in their own laid back, stress reducing kind of way) by making, following, and enforcing rules.
