There are lots of possible reasons;

Make sure no-one else gets the system and turns it into a profitable company, as this would make the existing management look like cretins.

Eliminate the contingent liabilities that Motorola has as satellite constructor when they guaranteed the performance of the satellites. Remember many failed at the start-up.

"Scorched Earth policy" if Motorola can't get some fool to pay them $400 million per year to run the system they will burn it!

Terrestrial wireless partners and carriers are probably happy to see the system go down as it represents a long term threat to their survival, and they are Motorola's biggest customers for dirtside wireless products today.

Terrestrial wireless partners are too greedy and have kept prices too high to ever attract any customers.

The victims; the people who bought stock at $72 and the bondholders who advanced $3.4 billion, and the customers who ponied up $3,000 for the phones.

This system can support around 2 million phone users and probably 10 million beepers.

At $100 per month for a flat rate "Talk all you like" phone service this would generate $2,400,000,000.00 per year, and with 10 million beepers at say $10 per month would generate another $1,200,000.00 per year. Thats $3.6 billion per annum and the customers would be lining up to buy the service!!!!!!
