It means that they can't tell you where G* is available NOW, but they can tell you where they THINK it will be (sometime) next month.

If past practice is a guide, in late March they will replace that list with another list labelled "Globalstar's expected satellite coverage as of July 2000." The new list will include more countries, perhaps 80 or so instead of the 65 on the present list, thereby providing an illusion that progress is being made....without answering the concrete questions of where the service is available in the mean time and between what regions is roaming supported.
