NEWS RELEASE

(FOR IMMEDIATE RELEASE)

Total Telcom Inc. Announces Fort St. John to Edmonton as Fiber Optic Corridor

EDMONTON, March 21, 2000 -TOTAL TELCOM INC. is pleased to announce today
that it will proceed with its plan to build, own and operate a Fiber Optic
Corridor that will extend from Fort St. John, BC to Edmonton, Alberta. This
corridor will extend approximately 420 route miles, and is expected to
provide in excess of 20,000 fiber miles.

In addition to recently closing an $8 million financing, TTI has been
registered as a Non Dominant Carrier by the CRTC which places Total Telcom
in a position to sell, lease or swap Bandwidth and Dark Fiber along this
corridor. Construction is expected to start this spring.

Total Telcom CEO Craig Baker reports that negotiations are currently under
way with a number of potential key (anchor) clients that are interested in
bandwidth and/or leasing dark fiber along this strategic corridor. TTI has
identified the need in Rural Communities to have access to high speed
Broadband communications links to the technology world and today these
communities are under serviced.

Baker reports that this strategic initiative significantly moves TTI
forward towards executing its business plan to become a significant
Broadband Service Provider in Rural Canada.
