From my understanding Level II only covers Nasdaq. No?

You are correct, but listed stocks are often quoted in the same window that is used to display Nasdaq Level2 quotes. This is done in all of the many systems that use Real Tick 3 for Level2 data. For listed stocks the entries are the quotes from the various exchanges that trade that particular security. People tend to refer to this as Level2, even though it's really not.
