You are correct about that. The problem is democracy (as I pointed out). People elect people they like and trust, instead of those who will do what is really good for them.
The elite planners have finally learned this and are manipulating the cities by subsidies and unfunded mandates.
We won't fix the cities until we finally get rid of all those damned people. I think the best way is to keep the damned suburbanites out during the daytime. Traffic jams is the way the planners have chosen to keep the suburbanites out.
