JDN, I would not put much stock in what "a high level officer in the Military Procurement Program stated." For one thing, there is no "military procurement program". For another, the high level officer would have to be a two star at least to set policy for the Army, Navy, or Air Force and would have not authority whatsoever for any other branch. I hope that you can dig up some more. I mean this in the most constructive manner.
