John,

CPU's currently have no place internally to put a large chunk of data. It will require fundamental changes in CPU architecture to take advantage of high bandwidth DRAM.

I know it is not strictly the CPU, but doesn't the on-chip cache count?

It does count, and the cache preload instructions of SSE allow for utilization of this.
