The association of violence with male hormone levels is a correlation rather than strictly causal. Your assertion that male violence declines in older men raises a problem -- because not all men experience significant declines in male hormones as they age. I have read several hundred articles on the subject and the relationships are far from clear. They are dynamic, rather than static, and there if often social learning going on. I think the generalized violence shown by some professional athletes (especially NFL) who are very likely to have overused steroids needs much more research. The ability of dominant males to control and channel the violence potential associated with high male homone levels into socially (and personally) useful behavior is of the utmost importance in growing a better society. Success in dominance-seeking trials (such as football games) leads to higher hormone levels, and, too often, in subsequent violence. The winning team goes out and gets drunk and breaks up the town. The losing team (with lower and falling hormones) goes to the hotel and goes to sleep.
