Startech Environmental Corp. (OTC Bulletin Board: STHK),
a fully reporting company, announced today that it has signed a Strategic Alliance Agreement with Skidmore, Owings & Merrill LLP (SOM) that calls for SOM's participation with Startech in the design and construction of urban Plasma Waste Converter Resource Recovery Centers (Centers) designed to process hundreds of tons per day of mixed urban wastes. In addition to the Strategic Alliance Agreement, SOM will play a role in selling PWC systems and securing PWC-based contracts.

Skidmore, Owings & Merrill LLP is a preeminent engineering, architecture and urban planning firm that is the recipient of internationally recognized awards for design excellence. SOM projects have been recognized throughout the world for their quality and positive contribution to the built environment. The firm's offices are in New York, Chicago, San Francisco, Los Angeles, Washington, D.C. SOM affiliates
maintain offices in Hong Kong, London and Sao Paolo.

SOM planned and designed 20 of the world's 100 tallest buildings that include the Sears Tower and the Hancock Building in Chicago. Among many other notable projects are: One Chase Manhattan Plaza and WorldWide Plaza in New York; the International Terminal at San Francisco International Airport and the Oakland Coliseum; the Canary Wharf and the award-winning Broadgate and Ludgate Developments in London; the Jin Mao Building in Shanghai, China; and Plaza Rakyat in Kuala Lumpur, Malaysia.

Startech is working on several large overseas Plasma Waste Converter Resource Recovery Centers in the early planning stage. In these projects, multiple Centers each designed to process 200 and 500 tons of mixed urban wastes per day will be needed. The Centers require capabilities that SOM can provide that include: construction management and administration; community and urban planning; seismic analysis; architectural and structural design; civil and site engineering; and mechanical, electrical and plumbing service planning and design.

Startech is an environmental equipment company whose Plasma Waste Converter safely processes and converts hazardous and non-hazardous wastes comprised of organic and inorganic solids, gases, aqueous and non-aqueous liquids by its proprietary method of molecular dissociation and closed-loop
elemental recycling. The PWC converts most hazardous and non-hazardous wastes into useful commodity products.
