Sure we've got bureaucracy and incompetence in the Federal government. Now multiply that by fifty.... Nearly twenty percent of the population of the United States moves house each year. I don't know what the figures are for out-of-state moves, but I imagine they're large. Frankly, do most people care about "States' rights"? Why should they? I lived in five different states before I was thirty. I don't consider myself a "Pennsylvanian" or a "Hoosier" or a "New Yorker", but an "American". Janice
