Charles, either you have no concept of how the Florida deal ws structured from the start or you are deliberately distorting the facts. At no time was TRKR expected to receive 'upfront' money from the Florida Police Association. This was ALWAYS a sales based revenue arrangement.
Based on the previous program run by the Florida Police on bicycle retrieval alone it was estimated that TRKR revenue stream would ,at least, achieve 20 million dollars .Every police association in combination with school associations, parent associations and othe community-based associations will be the sellers of the Tracker package. With the added ability for purchasers to also "trackerize" their personal possessions [for a fee of course] ,we feel the 20 million dollar estimate of revenue is underestimated by a multiple number. Only time will tell, but to term this deal a failure at this time is misguided or a deliberate attempt to mislead this thread.
It should also be mentioned that Tracker has alwys claimed that their % of revenue that flows to the bttom line is inordinately high as their inventory is numbers and Symbol is guaranteeing their warranty. The cost of the Symbol bar code readers is the main hardware cost.The posssibility of a wireless technique only enhances the Tracker system[ although we do not know if this system has been developed or is in place].
The royalty to the Police Association is rightfully non-disclosed as subsequent other States involvement will involve negotiations on that topic.
Where is the failure?Only in your distorted eyes or a deliberate attmpt to lead readers astray.
